Rescreening only makes sense if you are dealing with an environment where the connecting traffic arrives from a location that is unsafe and/or allows unfettered connections from an area that is unsafe. In the Lockerbie case there were a couple opportunities to rescreen the bag, and perhaps it should have happened based on the origination of the luggage, but claiming that everything needs to be rescanned upon arrival from Canada, where the standards and methods applied are the same as those of the USA, is ridiculous. It is a waste of time and money and a bureaucratic issue, not an actual security issue.

I feel the same way about having to be rescreened for international connections when abroad, where there are actual transit areas. What could have happened in the 14 hours that I was trappend in a big aluminum tube to justify the need to rescreen me, except that I might have chosen to partake in the Duty Free shopping, which it can be reasonably argued is pretty safe despite the size of the containers.
