Actually, the federal government has ruled that federal employees may use government rates for leisure travel as long as the particular hotel's policy extends the government rate to all government employees on leisure travel, and there is no apparent conflict of interest. If you search the Marriott forum for "government," you'll find a thread with an extended discussion of this, and a link to the federal ethics opinion which contains the ruling.
