This is not true in all cases. I am a state government employee, and am free to use any form of payment I wish when staying in a hotel on government business. In order to be exempt from payment of tax, however, I must submit a signed tax-exempt certificate to the hotel, even if I choose to pay with my government-issued credit card. But I'm sure that such policies differ from state to state.
