Update: Poipu Beach Park does have a bunch of covered picnic shelters with tables. One is quite large and would easily hold 50 people in case it rains. I know you can reserve the the shelters, I'm just not sure how.
"Downtown" is somewhat of an overstatement, as there really is no town. And, the beach can be busy, but it's not crowded like Waikiki.

I would think that if one were interested in reserving a shelter house in the park, that the park system could be googled for reservation information.
