Depends how it is implemented but not entirely an idea without merit. My Japanese is pretty much crap which is due mainly to my laziness but if there were any decent places to go where I could cheaply study at a convenient time then I'd be amenable.
For discussion sake:
The folks they need to do the KKK and take care of the old farts, will be forced to learn the lingo before coming over(they really need to attract Indonesian and Fillipina care workers, but these workers are in great demand all over the world, where they will be paid more and perhaps have the chance at citizenship in a new country).....I'm sure Keidanren will have something to say about this.......

Valve, after being in 田舎for some time I'm sure your Japanese is better than most ね。。。。 And they don't test for 四国ベン on the 日本語能力試験。
