IIRC it is also against federal regulations for the working crew to leave the aircraft while pax are aboard.

This is the case where I'd be happy to see non-working crew get off the aircraft as quickly as possible. If I'm waiting at a gate for pilots to arrive so my flight could depart I'd hope that the crew wasn't spending extra time on an arriving aircraft simply to be more courteous to the pax on that aircraft.
