Sharjah is easy to navigate around and not far at all from Dubai (though the traffic can be horrendous). Not sure you can find a really cheap hotel there, however.
My experience with navigating is that it wasn't easy, but I get lost driving straight down SZR, so I may not be the best person to judge.
Agree on the traffic, however -- if you were to drive in from Sharjah/ Ajman during weekday morning rush-hour traffic, expect to spend a lot of time in your car!!
