You can call a thousand times and still won't be able to reserve a seat. Singapore Airlines doesn't pre-assign seats for economy passengers, not even for their own top flyers. The only exception is for passengers who book a paid ticket on their own website. That said, you can indicate your preference: window or aisle, and it will be honored most of the time.
