I called the 1P desk tonight (I like dealing with them more than the 1K desk) and asked them about a trip to CDG from ORD on July 4th weekend using a SWU to upgrade. The website prices it at around $800 and reservations prices it at $1600 (unbelievable). I asked her about upgrade seats (none, of course) and asked her about upgrading this intinerary with a SWU if purchased on the internet. She said that they had a briefing this morning which clarified the issue of internet fares vs. E-fares. They were told that tickets purchased on the internet (unless SPECIFICALLY noted in the fare rules which can be accessed on ual.com before purchasing the ticket)) are upgradable versus the E-fares which, as she stated, "Never have, never will be upgradeable." This sounds like a victory to me!!
