I've said that before: most airlines don't have a coherent, systemwide way of delivering priority baggage. It's somewhere between "luck of the draw" and the interest the local handling managers have in their job.
In my experience, of the 25+ airlines I've flown, the only two that have a system in place to consistently deliver priority luggage before non-priority are Aegean and Etihad.
