That 2000 mW is the maximum for any normal mobile phone (or Treo, or iPhone, or Windows Mobile, or ...). Typically reached only with a very weak signal and with a voice (rather than data) connection.
But, yes, much higher than a cordless mouse or keyboard. And you can bet that an average transatlantic flight has 10-20 (or more) phones turned on for the duration of the flight.
