Now, did you book your flight as a "direct" flight (one flight number)? If so, they are correct, and you cannot request to have the segments upgraded separately (one of the big reasons to never book a direct flight). If not, did you ever try upgrading online? That normally allows you to upgrade individual segments.
Now to answer your final question. If you cancel the upgrade before the flight goes to airport control, your original booking class much be available for the downgrade, or you will be charged the fare difference. Once the flight goes to airport control, as long as there are any Coach seats available, you can downgrade for no charge.

914 is three-class so, no, NF was not correct. I should have mentioned the specific flight. Oops!
There has never been a direct flight SFO-RDU, at least IME over the last 15 years, so that wasn't it either. Just more evidence of lack of training these days...
You are right, of course, I should have done it online. But FT wisdom has taught me to call when using miles to UG, and politely ask for the possibility of PA instead of PB. I'm almost always accommodated, which is nice. The lesson I've now learned is to UG online first, then call later for the PA request. Another nugget of experience!
Thanks for the downgrade info, I had forgotten about the fare rule. Fortunately I just looked and found my Q fare class still at "9." Will keep an eye on it. As a matter of fact, all fare classes below A are at "9." Which is amusing since, when I booked about six weeks ago, all fares below Q (and some above Q) were zeroed out...
In any case, with such wide open Y availability, it doesn't seem like much of a risk to hang on to the existing confirmed UG segment and just work it out with the GA at SFO. If I don't clear there, I can ask them to drop the IAD-RDU. Is that about right?
