and how often exactly does this happen? Even in the Jazz days before YTZ upgraded the ILS closing YTZ was fairly rare, of the 250 odd flights I made in and out of there over three years I had maybe 10 outright cancellations and about 1/2 of them YYZ was cancelled as well. More pointedly how often is YTZ socked in and YYZ running regularly? YTZ gets less snow than YYZ usually, the problem there is high winds or fog. Reality is bad weather is going to make a harrowing trip regardless of the airport or carrier used, and while it's annoying the Porter process is better than what Jazz used to do when they were are YTZ, just bus you up to YYZ and dump you out at the curb.
