Exactly. Customs for travel from AUA/Aruba is done in Aruba. This routing even uses "domestic" stickers for upgrades. It's still an international flight not allowing OLCI in either direction. AA's definitions and rules for upgrades, lounge access and such have no bearing on the US's definition of "international." The latter is what is used to determine OLCI for AA.
