Out of the 10 times I took a taxi from the taxi stand downstairs at Don Muang, most of them tried to say flat rate only. Hopefully they've cleaned them up at the new airport. I got tired of that, and the 50 baht surcharge, so changed to just picking a cab up on arrivals, which was 100% of them trying to get flat rate. I would say, "Meter?" before even getting in, of course.
