EUR 20k roughly buys 3 C RT FRA-SYD (I know, not a HON destination). This is roughly 120k miles in total. So I would guess that if LH introduces a minimum spend it will me more like EUR 50k or higher p.a.
I think that it would be way more profitable for Lufthansa if HON requirements were as follows:
1. Triple miles for all transatlantic travel on LH paid C departing from JFK or EWR.
2. No HON miles for airlines outside the circle (as it is now).
Exceptions:
US Air flights from LGA to DCA and CO flights from EWR to DCA. These routes are critical for LH!
3. Double HON miles for at least one (but at most three) annual RT to SIN on SQ in C, departing from EWR.
4. Double HON miles for 1 F trip per year on EK in F, preferably from Europe to SIN. LH should reward their loyal customers for coming back to LH after trying similar (or even better) products: this would provide a factual proof of the extent to which LH means the "

5. Triple HON miles for at least one trip to CGK (on LH or SQ or a codeshare). Departure must be in the second half of February, i.e. in the midst of a H5N1 outbreak.
Lifetime HON for all customers satisfying
all of the above for at least 2 years (if they survive CGK).
