Right but Canada is considered international for some things and domestic for others - you can't really assume anything.
It's true that Canada doesn't fall under AA's international rules for upgrades, 1MM perks, etc. But when checking in, domestic = US only (50 states, Puerto Rico, US Virgin Islands). Everything else is international.
