Actually the opposite from what I experienced but I was in a city 1000km east-southeast of Moscow in the middle of nowhere. All the taxis were fair, honest and consistent. I was surprised happy about that. Probably because there are absolutely zero tourists where I was. The only bad thing was the roads, the roads being covered in 5cm of muddy dirt and closing the car door got you covered in the mud.
