That would probably go the same way as the prohitibition of alcohol went in the 1930s.
Smokers want to be able to smoke (and would scream about their human rights if governments tried to stop them). If smoking was banned completely smokers would just go underground, in much the same way drinkers did in the USA in the 1930s. The best governments can do is protect the non-smoking majority from the smoking minority by banning smoking in public buildings and workplaces.
