I don't think RFID would be the issue. For live tracking you are going to need a GPS receiver and a communication link via satellite or possibly cellular network. You now have the issue with electronic devices turned on during flight.

I could see RFID helping airlines baggage systems. Tags could be smaller and less likely to get torn off in transit. You could probably even build one into the bag and the airline could scan it instead of adding their own tag.
