I give CBP two ounces more credit than TSA. I don't think that CBP would force a terminal dump over someone on their cell phone in the customs area. I do think that if they thought one suspicious or matching a profile that you would have a customs officer over to you in very short order to chat about it.
I generally get voicemails and to any urgent emails on the taxi to avoid this problem.
Perhaps you've misunderstood the point I was trying to make. As was noted the no phone rule is typically not enforced in certain areas. I was suggesting that because AEast at PHL was dumped earlier this morning there may be a general heightened awareness and the rule might be enforced more stringently than normal.
