yes it can be done. happened to goalie-dad
from another thread.....
goalie-dad (3p) rec'd a $300 voucher for a seat specific broken f-suite video monitor but he was sent a domesitc voucher so i called 1k cust svc to ask how to exchange it for an int'l/systemwide voucher as that's what was asked for as it was an int'l flight. once i gave the rep the voucher number, she was able to pull up the flight number and all relavent details including my mp # as it was my a/c that "paid" for the saver f seats and then said that it's very important to keep a record of the voucher number as if it is lost, it can be replaced with the original voided just like a stop pmt on a check).
simply get connected to 1k-all. have the original voucher with you as they will need the number and that's all there is to it (and who knows, maybe you'll get lucky the way goalie-dad did where the rep not only re-issued an int'l voucher but when i asked where i should send in the domestic voucher for the exchange, said as a thank you for me being a 1k, goalie dad could keep the original $300 domestic t/c.
