Fuel surcharge and "fly carbon neutral" charge

I'm trying to figure out if there is, or if there should be a relationship between the fuel surcharge and the optional "fly carbon neutral" charge.

Eg. AKL-SYD data taken from QF website tonight
fuel surcharge = A$70.00
fly carbon neutral charge = A$2.19

Surely if I can offset my use of fossil fuels for $2.19 then the fuel surcharge should be less than this amount considering the fly carbon neutral charge takes other factors into account such as energy use in buildings and vehicles on the ground as well as actually flying between AKL and SYD.
