No. The rule was quite simple to understand, if not always purchase tickets under: for a ticket to be eligible to MFU it has to be ticketed in your country of membership. So if you're a UK member, it has to be ticketed in the UK. That doesn't mean it has to originate in the UK, but but it has to be ticketed there, e.g. MUC-LHR-JFK return purchased in MUC in EUR for a UK member should not be eligible to upgrade. MUC-LHR-JFK for a UK member purchased in the UK in GBP (e.g. over the phone to the UK call centre) should be eligible to MFU.
However, this has been/is being relaxed. See:
