I'm pretty sure others have done this (I've always booked the whole shebang online myself) - it's a case of finding an agent who can understand the problem and is willing to be flexible.
It's definitely a grey area and I still think it's silly that BA don't let local offices (local to you) deal with any EC query. If I'm in the US it's a lot easier and cheaper to call the US EC than the UK one...
