I know I can make a whirlwind tour of Tokyo, but is it possible for me to stay longer in downtown Tokyo since the last train leaves Tokyo station around 2000? Any suggestions will be greatly appreciated.

PS: I'll be staying at the Narita Excel Tokyu Hotel.
There are later Keisei Evening-liner trains from Ueno/Nippori to Narita.

Keisei Ueno - Nippori - Keisei Narita
20.40 - 20.46 - 21.40 (also goes to airport)
21.20 - 21.26 - 22.41
22.00 - 22.06 - 23.01

Since the hotel seems to be half-way between Keisei Narita and the airport, the last two trains shouldn't be any more inconvenient.

The last JR train from Tokyo station to Chiba, with connection to Narita is:

Tokyo - Chiba
23.16 - 23.55

Chiba - JR Narita
00.01 - 00.32
