Government rates aren't always good for the hotels - so not all of them offer them. The Gov't rate in that area is 119.00 - the normal rate for a 3* to 4* star hotel (according to Priceline) is between 219-249/night - the Gov't rate probably isn't valuable enough business, unfortunately. The Gov't rate needs to be adjusted to the markets.
