By the time you clear immigration and customs, ride the train to terminal 3, and reclear security, you'll probably be down to 3 hours. Add on the half hour you need to factor in as when boarding starts, that's only about 2.5 hours of dead time.

I'd just go buy a book or find something to eat. Food selection in terminal 3 isn't great but it is fairly abundant.
