I have rented the B class car in Israel as a president club member and been upgraded to a D class. The B is the smallest automatic, and the A class would have been a manual which is never a great idea with all the hills here. Either way, the answer is yes, you can be upgraded from the lowest automatic class as well. And if it works in Israel, which is NEVER known for the enjoyable customer service (It's true ), I'd be shocked if it didn't work back home in the States!
