Interesting that it appears to be a nationwide promotion. $9 enchiladas are a deal in some places, not so much in others.

On the Border doesn't dare enter my home state of NM (check out their map of locations; we're a noticeable hole in it ), where you could get better enchiladas pretty much anywhere for less money. In NC, it's kind of a better deal.
