I think it has more to do with US's hub at CLT. Keep in mind that CLT is US's largest hub, with substantial FF loyalty (especially among high-revenue business travelers) and lots of non-stop destinations. At RDU, there's more room for CO to compete for the local O/D market travelers with connections via EWR.
