It's a price increase plain and simple. But unlike a price increase that directly affects all passengers, this one only hits those who carry more bags (which costs the airline more money, principally in fuel but also in labor costs).

Curious what happens if you check one bag at check-in, but then need to check a second bag at the gate cause the overheads are full.
