Almost any solution you buy in the USA for data service in Europe is going to be very expensive. The one exception I've found is the BB 8830 data plan from Verizon, which is a $65/month flat rate, though that device doesn't ahve a camera, so that isn't an option. You can tether it to your computer via a standard USB cable and upload data that way. That being said, you'd still have to deal with uploading all the data which may take a while, depending on the resolution of the video and how big the file is in the end.

If you're in remote areas and/or mobile you're dependent on the performance of the cell network, though that is going to be the same via a phone or another mobile broadband option. If you were in a set location I'd suggest considering a local WiFi hotspot, especially if you can find one that supports a common WiFi provider with a reasonable monthly rate (boingo, tmobile, etc.)
