I've never ever seen a chip&pin card issued in the Netherlands (BTW: I am Dutch...). If you refer to magnetic stripe and pin code, you're completely correct, that has been in existence for ages. And of course there have been several systems like 'chipknip' but that is something different.

[Added later]Just done some google searches and I did find some sites referring to the introduction of chip&pin already since 2005. Interestingly enough it was mentioned that issueing bank cards with chip&pin has started in 2006. So why did the postbank send me a chip-less card in September 2007, valid until 2012? http://www.vanstripnaarchip.nl/
