Well, to conclude:

I played agent lottery, and after 4 agents and 2 supervisors, I finally found a competent and efficient supervisor who clarified that the new rule applies only for special access to unsold business class seats, not to access to general award seats in business class. (Just as I suspected.)

Luckily, almost perfect flight dates and routes were still available...
