The 2 main companies are Claro and Movistar. Yes, you can buy a SIM card for prepaid service with an unlocked phone. Have the sales rep make sure your phone works before buying (they will use their own SIM card in your phone to test it). You can get the SIM cards just about anywhere they sell the prepaid cards.

I doubt you can buy a postpaid if you don't live there. Prepaid is not a bad price but it's hard to tell what the prices are. Prices vary whether you are calling Claro to Claro, Claro to Movistar, Claro to home phone, etc. Text messages are about 10 centimos. Very cheap.
