OK Plus: Silver-Gold-Platinum upgrade hierarchy seen enforced

Last Thursday's OK619 (AMS-PRG) was quite full and there were five Golds and three Silvers waiting for upgrading. I was number eight (with Gold). There were eight seats available for upgrade. Another Gold (number six in Golds, number nine in total) came in and asked for an upgrade but was denied. He then asked (the tickets + cards were lying on the counter) why the Silvers would be upgraded before him. Staff was not aware of the difference, but they checked and a silver was relegated to the back.

Firstly I also didn't know that they actually made a difference (but with Platinum coming up they will have to), and secondly this is the first time that I actually see this happening. The reason is I think that by now there are too many Elite members on the really busy trunk routes (I imagine these to be AMS-PRG and CDG-PRG). This does not bode well for the silver members.

I would imagine the Silver upgrade benefit is hanging from a very thin thread here.
