The rip-off is by the airport! The car company has to pay that percentage of gross revenue, so in this example the money goes straight to the airport authority. At some airports this can be a stupendous amount (over 50% airport fee on my last car rental, at PHX -- goes to fund their billion dollar sports stadiums). I think at SYD that goes to the private company owning the airport, as profit; and sorely in need of legislative reform.
