As of last week, the old "Central/South America" immigration area has been cleared out and those passengers have been moved downstairs into a separate queue in the big immigration area along the left hand side. The big immigration area by the old door "H" (which is gone now) is now empty. I believe there is still something set up near there to process transit passengers, but I'm not 100% sure. Best bet would be to ask one of the people at the top of the escalator that goes down into the immigration area where you can clear as a transit passenger. Or, go to a MX customer service counter for your BP and ask them. Then, once you have your FMT card, you can use the connecting corridor to domestic flights and avoid the whole downstairs mess. [Note: They are constructing an isolated, sterile intl arrivals corridor, so everything is in something of a flux right now.]
