The plane doesn't have to attain the take off speed relative to the ground to take off... All it takes is for the air to move over the wings faster than a critical speed to generate enough lift for the plane to lift off from the ground...

We do need a pilot's input here... The takeoff speed is measured in air speed and not ground speed right??? That is, it is measuring the relative speed of air over the wings and not the speed of the plane relatively to the ground??? Isn't that the reason why air controllers direct planes to take off heading into the approaching wind??? U get greater air speed but a possibly lower ground speed... And u still achieve a safe takeoff...

In the above webpage that describes how lift is generated, it clearly states that

It makes no difference whether the object moves through a static fluid, or the fluid moves past a static solid object.
