The law allows either; regulation (procedure) strongly prefers what you describe -- but it is not required by law. Under some conditions (mainly based on circumstance) re-entry is allowed withoug going through immigration. Otherwise your descriptions are spot on.

So, one should expect to be delayed by immigration (and customs) when diverted domestically; but it is not a given. Most countries work the same way as the US.
