IMO (what w/being an EXP myself) EXP requests should be dealt w/first, then PLT. However, I'm not certain that in reality it would work that way.

I believe that a plat using someone's vips may go to bottom of list and also it would appear that it is a waste of vips if plat has stickers, but there may be other reasons for using vips.
