It was offered to all but only people who were either international members or domestic 1P or higher as of 15 Aug 2007 qualified for auto-conversion. If qualification is lost at any time after that date, auto-conversion is lost forever. Also, although the promo allowed qualified registrants to maintain auto-conversion, the manual conversion was eliminated for everyone, so there's no longer any way to "cash in" short of letting the upgrades expire naturally.
