Given that they were not willing to serve people when they were supposed to be open, I doubt they would have made an appointment for when they were not supposed to be there.

Really? How many? And, were these before the parental consent requirement, or after the parental consent requirement but the passport was issued with the other parent's consent.

And, if the kidnapping parent is a foreign citizen, he (and presumably a he) can get the foreign passport and take the child from the US with that passport, given there is no passport control leaving the US.

We simply called the PO, they agreed to do it on Saturday morning even though that is not part of their usual schedule. Yes, all 3 of us had to show up, but it took all of 10 minutes. No inconvenience or hassle at all.

Compare to your local DMV. Ours has appointments and numbered tickets, and it still takes forever.

I think the requirement for all parents are good. There have been some awful incidents where one parent violates a court order and takes their child to the middle east, where they don't respect our custody laws. The inconvenience, if any, is quite minimal.

By contrast, the fact that interstate transport of children is easy is a good thing. If necessary, law enforcement can track most people in a matter of hours through credit card purchases, cellphone calls, etc.
