I think the key difference is that with interstate kidnappings, the Feds and local law enforcement can easily intercede.

With international kidnappings, depending on the country, I suppose the Feds can ask nicely or rudely, but the foreign country ultimately decides what happens. And in a case where the non-custodial parent is a citizen of that country, well, then it gets even more complicated.

So interstate kidnappings are a lot easier (I didn't say easy) to fix than international.
