Really, how often?

I'm sure that parents kidnapping kids and taking them to another state (or another city in the same state) is far more common than international kidnappings. So, perhaps we should have random police stops of single parents traveling with kids to make sure the kids are not being kidnapped. And, certainly we should add to the duties of the TSA checking for notarized letters whenever a single adult is flying with a child.
