No, it's not.

Anyway your resident status for FB is defined by the address you supply them with. Anywhere outside of the US and Mexico is good as FB Gold status (40K miles a year) makes you SkyTeam Elite Plus. Just make sure it's not a French address -- status thresholds are higher for French residents
