Now why can't CO just make this offical policy.

You have 24 hours to upgrade a reservation using the CO website and the change fee will be waived??? Make sure the additional upgrade fee can be paid with a CC diferent than the one the Corp TA uses.

It would give them more $ is the long run from OP members stuck with corp travel agencies.
