Go to the ticket counter and get a DM card (pseudo-check-in). That should get you through security. You would get a DM card at the gate anyway unless the flight is really empty.

If I were you, I would standby for a flight earlier enough to still be able to go to BWI if DCA fills up or you aren't allowed to standby at all.
