What I meant was that I would have tried to get a manager involved at the airport. Rules are rules, but at 2 minutes after cutoff there is some room to maneuver. The agent probably feared discipline for checking a late bag... with the proper blessing, all things become possible.
Question for the OP: did this problem occur during the holidays? If so, the 19-minute wait at least becomes a little more understandable...
